If Rajya Sabha passes a resolution by a majority of not less than two-thirds of the members present and voting declaring that it is necessary or expedient in the national interest to create one or more All India Services common to the Union and the States, Parliament becomes empowered to create by law such services. अनु. 312 के अंतर्गत नवीन अखिल भारतीय सेवा का गठन 2/3 बहुमत से करना

10 In article 312, provisions of the All India Services are given. These public servants are under the control of the centre for their appointment, training and administrative areas, and though they give their services in the states, the state Governments do not have any control on them. 10 अनु 312 मे अखिल भारतीय सेवाओं का प्रावधान है ये सेवक नियुक्ति प्रशिक्षण अनुशासनात्मक क्षेत्रों मे पूर्णत: केन्द्र के अधीन है जबकि ये सेवा राज्यों मे देते है राज्य सरकारों का इन पर कोई नियंत्रण नहीं है

The Indian Police Service -LRB- Cadre -RRB- Rules , 1954-in exercise of the powers conferred by the All India Services Act , 1951-lay down in Rule 6 that a cadre officer may be deputed for service under the Central government but that will be “ with the concurrence of the state government concerned ” . 1951 के अखिल भारतीय सेवा अधिनियम के अधिकारों के तहत बनी 1954 की भारतीय पुलिस सेवा ( काड़र ) नियमावली के नियम 6 के अनुसार कोई काड़र अधिकारी केंद्र सरकार के अधीन सेवा में तैनात किया जा सकता है , लेकिन यह काम ' ' संबंधित राज्य सरकार की सहमति ' ' से होगा .

As the overall head of the Bureau of Parliamentary Studies and Training , he organises many study courses , seminars , training and orientation programmes , etc . in parliamentary institutions and procedures for new members of Parliament and State Legislatures , for probationers of IAS , IFS and several other All India Services , for senior officers of the Government of India , for university teachers , for parliamentary officials from within the country and abroad . संसदीय अध्ययन तथा प्रशिक्षण केंद्र होने के नाते , वह नए संसद सदस्यों और राज़्य विधानमंडल के नये सदस्यों , भारतीय प्रशासनिक सेवा , भारतीय विदेश सेवा और अन्य अखिल भारतीय सेवाओं के परिवीक्षाधीन अधिकारियों के लिए , भारत सरकार के वरिष्ठ अधिकारियों कि लिए , विश्वविद्यालयों के अध्यापकों और देश एवं विदेशों से आए संसदीय अध्Lकारियों के लिए संसदीय संस्थाओं और प्रक्रियाओं में अध्ययन पाठ्यक्रम , विचार गोZष्ठियां , प्रशिक्षण और प्रबोधन कार्यक्रम इत्यादि आयोजित करता है
